Association board wants deposit for common area usage


Question:

I asked my association about using some open field space behind our pool for my son's birthday. Pool is closed through Memorial Day and party will be in April. They replied back saying the board "approved" use of the "outside event" and are asking $75 deposit. There is no mention if the deposit is refundable or not. Additionally there is nothing in the condo docs that reference a deposit for use of this area nor a statement of fees in general. Seems unfair, but is this normal? There is mention of "outside activities" and no "organized sports" without approval from the board. The party is not an organized sport, but we will be playing on the fields. Thoughts ?  I am in New Hampshire.
