Board and property manager ignoring GA rental cap rule


Question:

Our condo complex in Metro Atlanta has a rental cap of 30%, which is being completely ignored by the board and the property manager.

Presently, we believe that rentals comprise between 40-50% of our units. Our HOA President owns and rents two units but does not live on the property.

Since he owns two units, does that mean he gets to vote for board openings and other issues two times?
