Can association dictate how many people live in condo?


Question:

I live in a 40 unit condo building. Does a resolution take precedence over the city requirements? The board passed one resolution to require only two people can live in one unit. The units are 1,500 sq.ft. 2 bedroom and 2 full baths. Subsequently, they increased it to 3 people. However, a question was brought up if a couple has twins which would be 4 or if a couple has another child of the same gender 2 girls or 2 boys total which they be required to move out? Or does the city requirements take place of the resolution.?
