Can board demand installation of sound barrier in floors?


Question:

soundproofing-condo-floors.jpgA unit in our association has just been sold. At the time of sale, there was no carpet or tile on the floors, just concrete floors and throw rugs.

Can the board of directors now demand the new owners put flooring in with a sound barrier?

There is a requirement in the legal documents for a sound barrier on 2nd and 3rd floors, however they allowed the last owners to have just concrete flooring while they owned. Please advise.
