Can Michigan condo deny purchase to buyer with 2 dogs?

Question:

shnauzers-no-condoCondo Association in Warren Michigan says the master deed will only allow 1 small dog or cat.

I know there is at least 1 condo in the association where two large dogs reside.

I tried to purchase a condo there and when I asked permission to buy it with my 2 mini schnauzers under 30lbs and they denied it.

I even explained that the 1 dog is 9 and they typically only live 11-13 years and I wouldn't get a second one.

They still said no.

When I mentioned the condo with the two large dogs, they said the owner is not violating the by-laws, but they deny me because it says 1 small dog or cat in the master deed.

Are they allowed to do this?
