Community association wants to install solar power for waste water plant

Question:

What type of vote is required to install solar for our community waste water plant? We have 30 homes and the solar would be a lease /purchase but would't require any special assessment, Do we need a written or email vote of the homeowners and is it just a majority to pass the project? We can't find anything dealing with this and although we will have a majority, we want no legal issues.
