Concern for neighbor with dementia who leaves gas burners on

Question:

I'm very concerned about a neighbor who lives in the town home next to my town home. There are 38 town homes and 34 condos in this complex. We have natural gas for our complex to heat our homes, for the water heater, for our cooking and fireplace. My neighbor has dementia and she is getting worse. She has burned food, doesn't notice when she has accidentally turned the knobs on her stove and there is a gas leak. This has happened repeatedly. I have to admit I'm scared to death. This woman lives alone. She has one daughter that doesn't live that far away, but when we've spoken to her about our fear and concerns, she doesn't respond, or when she does it's usually something like 'what do you want me to do about it?' in a very sarcastic manner. Homeowners have spoken to the Board and property management and they all say their hands are tied on this issue.
Does anyone have suggestions on what we can do? Thank you!
