Condo association repair goes very wrong


Question:

In 2009 we had terrible rainstorms we noticed the leak coming through the window cells behind the couch and seeping under the hardwood flooring through gaps that the plastic trim suppose to cover. After removing the couches it was a small three feet across and 3 inch deep just floating in the corner undetected! The back flow before noticing no one uses the living room other than the dogs. Just imagine over time during rainy season the windows were not equipped to let water run off, instead it has wore down the drywalls and pouring. We notified the property manager and they sent out the owner, developer, and construction supervisor. They all came to the unit looked and all Agreed that the windows and the hardwood flooring would all need replacing" emails were sent back in forth between my wife and the property management and HOA all agreed. The window were replaced but several weeks later that window started leaking once the rain came and the replaced again same problem but they never installed the rest of the windows or the floor. Know they put us on hold be cause the ocean view terrace and the developer and owner were sued and we won now they got 16 million to repair and reconstruct the entire 300 condo unit" now in 2016 the former HOA president called me into the office behind closed doors" with no paperwork nor anything to present to me he offered me $7000 fir the repair of our floors. I told him that we refuse that low ball offer and reminded him about relocation cost and I was told that's not gonna happen! That is ridiculous 75% of the hardwood floors and both master and guess bedroom carpets need to be pulled up and removed in order to see what the damage is and then write an accurate estimate. Not saying a number and I should accept it without there insurance company looking into the claim. The HOA former president which now is the fiancial person refuses to offer us the name of the hoa insurance agent and wont give the name of the Insurance company itself ! We have been waiting for 7 years later and still playing games please tell me how to sue and submit a claim against the ocean view terrace apartment Insurance company accord Insurance they have not been notified of this incident by the HOA refusing to submit or claim
