Condo association won't do necessary maintenance

Question:

How do you get proper outside maintenance on a condo unit? I am in dire need of foundation fill around my unit. There is an extreme drainage problem for years. Trees have been removed, grass has never been replaced, however, fertilization takes place yearly. I am not a landscape expert but there seems to be a lack of growth to absorb water. I am fearful that sooner or later I will have water in my basement. Outside maintenance is the responsibility of the condo association. There has been a rodent problem digging around the foundation. I feel a precedent has been made by having traps put in place for other unit owners, to avoid this, however I am told they are not responsible for what a previous management company provided. Please advise how I can fix this problem? We have had many problems which are slowly being resolved however I am fearful of this latest issue. I am "elderly" and do not like to be told move to a senior complex. This is my home for 25 years. I follow all rules and full fill all condo obligations.
