Condo association won't trim trees that are storm hazards

Question:

My condo faces a park, but there are trees on condo property. Dead trees and tall trees during one bad storm fell on a condo. Our insurance paid for the damages. I have been on the board for 15 years and I have asked them to have the trees trimmed and topped. It was never done. During another storm one of the dead limbs flew into my living room window. Fortunately, no one was hurt. However, I had to pay for the window repair. They still have not trimmed or topped the trees. What rights do we, condo owners, have to get these trees trimmed and topped before another storm hits? President states "we can't afford to have the tree work done."
