Condo board resistant to my suggestions

Question:

I'm a newly elected Board member. The old board had been in place quite some time. It is becoming very apparent that the old board members are not so happy with a new player. They do not respond to emails I send. They dont want changes or suggestions for improvements. They wait for one lead board member to make a decision and then all vote according to that decision.

How does a new Board member work into a tight group like that - who doesnt want you to change anything? It goes without saying that the reason I was voted on is that the owners are not particularly happy with the performance of the management company and the Board in some respects also. I have very respectfully made sure that anything I have done gives credit to the full board and that I am not being viewed as the owners advocate. I just cannot seem to be accepted by the other Board members.  I know the answer will come next year when other new board members are voted on. Right now its one against four...any advice is appreciated.
