Condo dryer venting problem

My condo association has made weak attempts to fix a dryer vent/ducting problem in my condo unit and, as a result, the problem has not been fixed over a 5 month period.

Problem: The dryer in the condo apartment underneath my condo apartment vents directly up into my dryer and condo unit. My entire apartment becomes overly hot and moist and smells of dryer sheets. The condo association has hired a contractor to clear the ducting in common but, although the contractor has showed up twice with a large vacuum, his equipment is not up to date and has not cleared the ducting.

Can I hire a contractor with adequate equipment to clear ducting with 90 degree access only that performs a T Out to the main ducting in the hallway myself, pay the contractor myself and collect, with a paid in invoice, by reducing my HOA payment or any portion of my HOA payment?

Or how can I gain repayment? This is a very sad and scary situation both due to potential fire safety infringements and due to mistrust of the continuing viability of the condominium association.
