Florida homeowners association has unsafe outdoor decks

Question:

We are homeowners in a complex in Florida run by a Homeowners' Association. We have two wooden outdoor deck which are not structurally safe. Any home for sale here has had to have work on decks as they did not pass inspection. For three years I have advised the Board and nothing has been done except for band aid solutions. The last minutes stated that a company was hired to make the decks structural safe but this has been denied by the engineer. I have emailed the Board twice asking them to confirm if they received reports stating the decks to be safe. They have not responded. What is the obligation of the Board to respond to my inquiry and what can I do next? Should I contact the Association's insurance carrier and advise them I do not want to be held responsible for an accident or a law suit.
