Florida owner can't get member directory from condo association


Question:

If a owner writes to receive a condo roster that just shows unit number and unit number and the NEW LAW from state of Florida SB 1196 - effective July 2015. Clearly states. NAME. TELEPHONE NUMBER and ADDRESS. ( if different than the condo address) to be provided to members. ( if any member does not desire to have this info shown, they can WRITE to management and request not to have this info shown). 

After several requests and not receiving the Association roster properly prepared according to SB 1196 rules, I get a response from management that says: "contact the FHA for their guidelines" 
Please comment and help out a tired. Frustrated. Unnerved owner attempting to get a listing of owners so we can communicate and socialize with each other as what the purpose of a roster was meant to be used for!
