Florida renter's guest's car towed after just 3 hours


Question:

tow-truckMy daughter rents in a condo in Florida. Recently she had a friend visit her and her friend parked her car in a guest spot for less than 3 hours and the car was towed.

The cost was $125 to get the car. Owners and board members park all over the lot in vacant spots that seasonal owners aren't using. They are never towed.

Is there a regulation that would stop this preferential treatment? And what can my daughter do to get the money back for her friend?

The postscript is this board is already under investigation by the state for many complaints of this nature.
