Florida resident wants basketball hoop removed

Question:

basketball-hoopThe president of our board allowed a homeowner to erect a basketball hoop in his front yard, using the driveway as the court.
He parks his cars in the street at curb side for a ball stop. It didn't work, the ball ran into the street between the cars, a young boy was almost hit by a passing car.
Our Bylaws state that nothing can be built erected, without submitting a plan to the ARC, the president made a judgment call and allowed this professional pro size basketball goal to be erected, it is in violation of the bylaws, as it was erected without the ARC approval, and its overall size is over 7'.
I filed a formal complaint to the president, he stated he made a judgment call and will stand by it.
Please, what can I do to get the basketball goal removed, they have room in the back yard to have a court placed and erect the goal in the backyard, as long as the drawing meets the ARC.
