HOA board refuses to fix owner's plumbing problem


Question:

How can I convince HOA to fix a valve which shots the water in the tear/ plumb-line leading the water to one of my bathrooms? I accidentally discovered that one of the plumb lines valve situated in the basement is broken. The plumber who came to replace my faucet couldn't shot it. I went to my condo Board and informed them what's the problem but they refused to fix it. They explained that since I'm the one who needs to replace the faucet I can fix it on my own, which means I have to pay for it. But I'm not the only one who is using it. There is 3 more apartments using the same pipes and the valve is out of my apartment. I know they suppose to fix it but it seems like they refused to do it on purpose. It's so hard to get on the same page with them. None argument works . Is there any paragraph I could use to make them fix it? I am doing a general renovation in that bathroom and now my hands are tied. I don't know what to do.
