HOA contract gone wrong


Question:

I live in a 928 unit HOA with homes in $300-400K range. Our Board has contracted a $1.6 million dollar contract to design/construct a refurbishment of our club house. Instead of written competitive bids, they have NEGOTIATED a totally one-sided contract (in favor of vendor) which guarantees him 20% profit on entire project. This is completely opposed to State Statute 720.3005.which requires written competitive bids, In addition, our docs require a 2/3 majority vote for all Capital Improvement expenditures that exceed $25,000. Almost this entire project will be CI, and they are denying us our vote. i have complained to Dept of Business & Professional Regulation and they state that they have no teeth to enforce the State Statues. This is due to State Legislators failing to make it part of Bill that made DBPR responsible for administrating HOAs.

What can we do outside of the unwanted expense of hiring any attorney?
