Hoarders are making life miserable for their neighbor in Palo Alto, CA


Question:

hoaders_kitchenI'm in a 45 unit condo complex. My neighbors, with whom we share a common wall, have been storing rotting garbage on their patio for the past 13 months.

They are hoarders, and currently are breaking no less than 8 rules in the CC&R's. Their garage is packed with garbage also, and their entire property is infested with rats, which has spilled over to our property.

Our HOA & property management company has done nothing to enforce the rules or fix this situation over the past 1-2 years. Even though the County Health Dept and Vector Control have gotten officially involved, there's only so much they can do.

What recourse do I have to take to force them to enforce the rules? Other residents are also affected by this and several are unhappy with their overall non-service. We pay $340 month for dues and they do nothing. We'd like to fire the company but are unsure how to go about doing so, and not sure if the current BOD will be on board with this idea. Any help or advice on how to do this would be greatly appreciated.
