How can HOA board meet in private?


Question:

VT law Title 27A: Uniform Common Interest Ownership Act chapter 3-108 Meetings, states that it the Board wants to meet all community residents must be invited.

How is the board able to discuss issues, concerns, ideas, problems, etc. among themselves before they bring these items to the attention of homeowners, if the board cannot meet just by themselves to first talk about these issues? Is there any legal way Board members can talk among themselves before presenting an agenda to the community for a HOA meeting?
