How Many Shoes is Too Many Outside Condo Door?


Question:

We are a small condo assn with 13 units in 2 adjoining buildings, 1-2 units per floor, 4 levels each. As we are rewriting our rules and regs, the topic of storing items immediately outside the unit's door has become a hot topic. For example, can there be a doormat (on top of a rug or tile), can there be shoes and boots stored in area on a mat or a rubber shoe storage thing, what constitutes too many pairs, etc. All very heated discussions and we cannot come to agreement.

Since the area we are referring to is Common Area (foyers, stairways), I'm inclined to say "due to Chicago code.... nothing can be stored in common area."

However, I cannot find any Chicago code or law that says it's a fire /safety hazard to store items in common areas. Where can I find the Chicago codes regarding this? Has anyone else faced this issue and resolved it appropriately? thanks
