Insurance question for condos and timeshares in MN

Question:

What kind of insurance policy is right? We have 24 units that are the homeowners condominium association, and 18 of those 24 belong to a timeshare and have their own separate association for the timeshares.

We have insurance agents telling us we should be motel hotel policy with personal property which would only be good for the 18 units and the 6 whole owners would have their own HO6 policies.

Others say we should have a master policy with H06 policies for the 6 whole owned units and policies designed for timeshares for the other 18 units covering their units.

This is in MN, and the home owners association takes precedence over the timeshare association, according to the current bylaws.
