Is Florida owner inquiring when emailing management company?


Question:

ACT OF ASKING FOR INFORMATION - A QUESTION - QUERY - 
Association owners were notified via a condo newsletter that all "INQUIRIES"  have to be sent to our management company, Blue Crest Management, and only ONE INQUIRY can be sent within a 30 day period, and must be sent Certified Mail.
I, am an owner who does NOT SEND INQUIRIES but I do rather send EMAILS to management for the purposes of:
ADVISING - INFORMING - ALERTING -ENLIGHTENING - MAKING AWARE - MINDFUL - OBSERVANT  - ATTENTIVE-COGNIZANT - 
of condo problems that have been overlooked - by passed - not attended to - not enforced -not supervised - not attended to by:
FIVE BOARD OF DIRECTORS in our building -  BUILDING MANAGER - A MAINTENANCE PERSON FIVE (5) DAYS PER WEEK AND A MANAGEMENT COMPANY.  The owners pay a fee for this service in our monthly maintenance charges.
MY EMAILS GO IGNORED - UNANSWERED - NOT RESPONDED TO BECAUSE MY EMAILS ARE NOT SENT ......CERTIFIED MAIL AT A COST OF $7.50 PER EACH ONE TO BE SENT.
My emails are not sent to ASK AN INQUIRY but are sent to advise the Board of Directors, the building manager, the maintenance person, and out management company of condo matters in NEED OF ATTENTION AND ENFORCEMENT (sometimes immediate attention is required as in bricks falling from the roof onto the ground floor in front of our entrance building - air conditioning steel grill prongs sticking out on first floor pass way into building - unknown cars parked in our private parking lot without required decals and unapproved motorcycles parked in "no parking designated noted spaces" - just to mention a few issues.
QUESTION:  Am I correct that I should not have to send a $7.50 certified letter to tell the responsible people involved (who get PAID to do their job) that what I am informing them of requires not only a respectful REPLY and a THANK YOU?
