No heat or hot water; who should foot hotel bill?


Question:

no-heat-condo.pngMy very frail, diabetic 74 year old mother owns and lives in her condo. Heat and hot water are included in the common charges. The units were originally apartments, then turned into condos

They have been without heat and hot water for the 2nd time this winter. It was 3 days the last time. This has happened every winter for the last 3 years. Now they have had no heat since 2pm today (Friday), and have been told the part to fix the heat has been ordered won't be in until Monday.

When the emergency number for the management company was called 15 times with no answer, we called the repair company, and were told to go buy electric heaters. She lives on a fixed income, not to mention the fire hazard concern.

There is another owner that lives below that has some mental disabilities that make the fire hazard concerns greater. What recourse does she have? Who can and should be called? Is the association obligated to pay for a hotel or do something as far as the common charges go to compensate the added expense of moving her for the duration of the repair?
