One resident won't buy gate remote so gate stays open


Question:

electronic-hoa-gate.jpegI live in a community with no HOA, 17 townhouses, and 100 empty llots

I just got the owner to pay for the electric gates to be fixed. Only one person refused to purchase a remote, so we have to leave the back electronic gate unlocked.

It is a criminal offense if the one person can't get in, even if she refuses to get a remote. Any legal suggestions?
