Our board only received one project bid


Question:

We have an 88 unit condo community. Our Board, which I am on, voted unanimously to go ahead with a community wide cracked cement replacement (common elements) project which totaled $130,000. 3 or 4 requests for bids were sent out by management. 1 or 2 companies did not reply back. 1 company sent a bid for work that was not what our Board was requesting.

One  company sent in a bid for exactly what the Board wanted. Our association has exactly this amount in our reserves. Our Board voted to give an additional assessment, which our ByLaws state does not require an association vote. 6-8 co-owners state not enough requests for bids were sent out, and the Board ended up with only 1 good bid to choose from, and accepted it. Do you think our Board acted appropriately ?
