Pets prohibited by condo association bylaws


Question:

Our bylaws prohibit pets. But several residents have dogs or cats and present a doctor's certificate of necessity as exempting them from the bylaws on this issue. Is this an abuse of the American with disabilities act because none of these residents n are handicapped and I believe they are subverting the intent in or to get companionship or solace in some form by having a pet. What can be done to force this issue?
