Property manager only uses phone and snail mail


Question:

The property management company our condo board hired refuses to accept email communication from homeowners. They will only communicate via phone, postal mail, or at board meetings. They refuse to explain why.

Our board is passive on this and appears to be afraid to speak up about this to the property manager. (The board and property management company do communicate with each other via email.)

Why would the property manager refuse email? Why would the board deny all the obvious conveniences of email to their homeowners?
