Security problem in community with no HOA

Question:

I live in a community that has NO HOA both of our electronic gates are broken. I sent an email to the community and the majority only wants one of the gates open. I have spent my time and money putting chains, locks and one man who does not want them both open keeps cutting them ANY RECOURSE I AM CALLING THE POLICE TODAY VANDALISM
