Should condo developer in Florida help pay for improvements?


Question:

undeveloped_condo_landIn our condo development, we have 103 sold units. The developer still owns land to add about 60 more units, but has no current plans to build them.

Since the value of the land owned by the developer benefits from the streets, swimming pool, clubhouse, etc., should he be paying into the association which pays for these improvements?

Without these improvements, he would not have access to his land via our streets that we pay for. He can build more units without having to build another pool, clubhouse, fitness center, etc. which increases the value of his land.
