Is a reserve study required for a condo association or HOA?

Our condo association board has added the cost ($3000reserve study.00) for having a Reserve Study in our budget for next year stating that it is "required by the State of Florida". I have been told that we are not required to have done because we are only a 2 story condominium complex and while it may be a good idea to have a reserve study performed, it is only required for buildings 3 stories or higher. Would someone please clear this up for us and is $3000.00 a reasonable rate for a 2 story, wooden structure, 80 studio unit complex with 1 pool & small club house?

It's always a good idea to have a professional reserve study completed for any association. It will provide a good road map of your future potential cost of maintaining the property. A call to the FL state agency having jusisdiction should answer your requirement question. I would agree with Jerry A. Guisinger.The fee does seem high for the structure and amenities you describe. Ask for the basis of the quote - what is their hourly rate and their expected chargeable time? If that seem out of line, move on. Get another quote, preferably from a credentialed person/firm.Call me if I can help further.

I wish my association would have a reserve study done. We have not had one since 1994. I googled and found this website for a professional reserve study company. The site has an extensive question and answer page about reserve studies, it also offers a worksheet kit for sale for those associations who want to calculate their own replacement time-schedule and costs, and it has a legislative link for each state's association reserve fund laws.

Getting a quote for an RS can be as complicated or as simple as the firm wants to make it, depending on tightly they need to nail down the amount of work involved in perforing the inspection and preparing the study. There are several issues to consider when trying to determine an appropriate cost.  
 
 
 
What are the qualifications of the inspector? This may be the single most important item with regard to having confidence in the study. 
 
 
 
Understanding the principles behing making the financial projections, and recommendations for funding. 
 
 
 
And finally (and this probably has the most to do with how much they charge) how large is the firm, and how much do they have to charge you for covering their overhead. 
 
 
 
It really only takes 2 people to do the study. The Inspector, and the Analyst.

You should seek different bids from different companies and see which one accommodate your association needs, but definitely is highly recommended that the association has a reserve study this help a lot on the operation and the allocation of the monery, to avoid future problems
