Board is withholding condo association insurance claim from owner

Board President deposited a settlement check from the Condo Association insurance claim month ago for a claim I submitted to the Master Policy. He delays paying me the several thousand I was awarded and the money is not in escrow but is in an income account. He stalls claiming the Condo Association Insurance documents are confusing to him although the Insurance representatives have explained it serveral time and have sent him a 30 documentation. The Insurance Company can not do more. I tried reporting this matter to the NC Real Estate Commission who said it is out of their jurisdiction. Is there anything I can do .. other than hire a lawyer I can't afford. The President seems to be enjoying my frustration.

Explain to him that he is not fulfilling his fiduciary responsibilities and if you don't get satisfaction you will contact the other members with your story and call for a special meeting. I am sure that the other Homeowners would not be happy with this. 
 
Vote him out, which most Association memberships can do.

One board member should not be able to hold it. Request a meeting with the full board. If you don't get satisfaction, even if you can't afford an attorney, get one. You may be able to find a real estate attorney that will take payments, and you can probably request legal fees be included in your case. Carefully document everything, including your meeting with the board. Don't threaten to sue, but do make plain that your next step is consulting legal counsel, which will only cost more money to the Association.

I own and reside in a condo unit in Suffolk County, New York. I have a question about our condo's rules and regulations. Certain board members are opposed to unit owners having passenger pickup trucks (but not SUVs). If these vehicles have the same classification according to DMV, can passenger pickups be banned and not other vehicles in the same category? The condo's original offering states there will be no storage of pickup trucks, boats, trailers, etc. This is what the board is using as its argument. 
In addition, can condo boards have laws that supercede New York State laws?
