Should entire HOA board have access to files and documents?

HOA boardShould an entire HOA Board have access to the Management office and files at all times? It would seem not to be an issue, but we have, in fact, had HOA board members take parking passes and one we suspect even stole a thumb drive. The president has changed the locks with only he and the manager now have keys but other HOA board members are now challenging that. Thanks, Steve.

Allow access to full board, but with a Board Officer present only; and maintain a sign-in sheet.

Instead of making rules regarding what board members can have access to the assn's records (all should have access!), IMO, it's time to get rid of the thieves. If a person steals a set of keys, they'll steal anything! Hope one of these thieves isn't the assn treasurer!! Once a thief, always a thief.
