HOA pet problems: strong smell of urine from neighbor's unit

  
  
  
  
  
I live in a new condo complex for 55+ residents. I am on the HOA Board. We have an owner/resident who has pets which is allowed, but she does not walk them or at least not often enough. We have had a complaint about the strong smell of urine in her unit. It there anything that we can or should do about this?

Certainly there are health issues associated with this type of matter. Most HOA CCR's have a section referring to nuisances as well. 
 
In order to protect the community, the Board could certainly send a letter stating they have complaints and giving the owner the chance to abate the nuisance.

Aside from remedies in your bylaws, which may be few and far between depending on how they are written, you can always call Animal Control, the ASPCA, or the Humane Society. There is an organization responible for animal welfare in your area. We had that in one of our communities and it took several calls and complaints to animal control but they eventually came and removed the dog.

as somone who has pets, but no one would know it by the smells in our home, I would suggest that the problem may even be a health isse for the animals. One way to keep the HOA out of it for the time being is to call animal service and ask that they do a welfare check on the animals. Tell them that you are concerned that the animals are living in an unhealthy invironment and that many neighbors can smell urine and are concerned. ASnumal services can come and talk to the owners about the care of their pets and the smell. In our state they would write a citation and then come back to be sure things have been cleaned up. That may be all you need to do to get the owners attention.

we are condo owners and are refusing to pay condo fee because we have asked the ass. to address the neighbor's whom rent, to remove dog feces and remove trash from out doors. I am very upset with association and have suggested we hire management. They don't want to because of fees going up. What can I do. Again i'm refusing to pay my monthly condo fee if the neighbors can't be fined then neither can I. ????

Our hallway smells like animal and fecies for last 3 years ecpecially in summer. Am going to contact the ASPCA and heath dept. The board dosn't want to do anything. I can relate to many of you.
