Condo owners still renting regardless of association bylaws

  
  
  
  
  
I live in a 4 unit condo in Massachusetts. In our bylaws, it states that we are not allowed to have anyone move in with us; specifically, we can't rent a room. A few months back, we met to discuss a change in this to state that it was ok to rent a room with the approval of the renters by the other trustees. Our units are very close, so adding a few extra people makes a huge difference. We have not amended the bylaw yet, but one unit has ignored that and allowed 2 people to move in without approval of the other units. There was no notification of any sort. What can be done? The 3 units are not happy with this negligence and want the renters gone.

Not quite clear if this is a timing issue i.e. the amendment to the by-lawas has been agreed but not yet in effect, or whether the amendment has not yet been approved or was rejected. 
 
If the former I cannot see that there should be any objection , if the latter then the owner is in breach of the By-laws and the remedies for such a breach should be stated in the By-laws.

Then why is the Bd taking so long as to give approval? These are tough times and to allow someone rent out a room - so long as tenants are well checked out, appears to me to be the better thing to do in tough times rather than let an owner go bankrupt and then everyone loses including all other owners. In a few years when the economy recovers this can always be looked at again and if all agree then there could be a ban on renting but you would have to vote on the issue. It appears to me in these tough times that those who vote against renters are the very people who in the past rented themselves in their initial years so that they could get on their feet and yet the sane people never want anyone else to survive. Seems very selfish to me. However, I agree that renters have to follow the rules and be carefully screened.

Tough times yes. Please consider the consequences of a building with 3x people in it that was designed to handle x? What about the people who love in it and count on sleep? And not hearing the door and hall traffic and parking... for 3x people.

I live in and own a condo in Malden MA. As unit owner do I have the right to access/review all the various vendor contracts the management company presently holds relating to the property. Your feedback will be appreciated.
