What is the cost for architectural review of condo building plans?

  
  
  
  
  
I'm an architect in Pennsylvania, and I represent a client who recently purchased a new condo. The base building architect and engineer for the condo association is trying to charge excessive fees to review our architectural plans and also to distribute base building information such as utility loads. It has been my experience that these consultants work for the building and such be paid through reserves from the condo association? What would a fair fee be to review architectural plans for a tenant who paid millions for a condo? Thanks

I'm a consulting engineer and perform building inspection engineering for clients. Including Condominiums so I understand your questions. The owner should have access to the record drawings that are part of the condo documents. The base A&E should understand these documents front to back if they are the original A&E so they wouldn't have to do extensive research for compliance etc. If they aren't the original A&E then they would have to do whatever research is necessary to verify the compliance of your work on behalf of the HOA. Condo's frequently have lots of undocumented construction so beware of the high potential for hidden defects that you might end up being held liable for not uncovering in your due diligence. A&E's are the experts that the owners rely on and there lies the hidden risk of condo's that our E&O insurance warns us about. I'm not sure I understabnd your question. Are you in the process of gaining approval for modifications or altyerations in the recently purchased condo?? If the answer is yes I would recommend you download and read yiu state condominium law. In that law you should find reference to modifications, alterations and renovations of condominium units. It is normal that the Covenants Committee, if there be one,reviews the plans and has the authority to approve same. If there is no such committee then follow whatever procedure is specified in your bylaws. It is most unusual for a condominium to draw upon the base engineering firm for any help in such matters. The comment by Jeffery Block is pertinent and quite correct.
