How many votes does owner get in condo association meeting?

  
  
  
  
  
If a condo owner, owns 3 units , how many votes are they entitled to at the annual meeting? Also can the president of the board make decisions on his own without consulting the other board members and can he also do any maintenance that was not included in the budget?

In regards to voting, it depends on how your documents are written. It is typically one vote per unit, so they would have three votes. 
 
 
 
The board should be voting and documenting each decision. If the maintenance is an association responsibility but not in the budget, that does not matter, it would need to be done. The budget is only a plan for expenses, not the bible on what is spent. The concern should be if the Association is performing maintenance it should not.

Yep, usually one vote per unit owner. Own three units, you get 3 votes. Check your documents.

There are some projects in which an owner's vote is proportional to the percent-share of ownership, i.e. if your unit corresponds to 2% of the total property, you are entitled to 2% of the total vote.  
 
It is specified in your declaration.

I'm in a HOA that gives each lot 8 votes. In which case an owner who has 4 lots can cast 32 votes for himself. Is this legal?

I happen to own 2 units in my HOA (mine and one inherited from my father). Some members of the Board recently tried to put language in our CC&R update that said owners could only have 1 vote no matter how many units they owned. I argued it was unfair in that I pay twice the HOA dues, and would get essentially 1/2 the votes other owners got for their dues. At that point, the property manger said what these Board members proposed was flat out illegal. I suspect it's unconstitutional as well.
