You are governed by the full Florida Statues, specifically F.S.718. You are also governed by your Declaration of Corporation, Articles of Incorporation and any "house Rules" adopted by the Board as well as Federal law. The Condo Association is a legal business entity and must conduct business as such. 
Only your board has the power to approve a budget. Owners have the right to discuss the budget at the Budget meeting however, the Board has final decision. Owners can ask for a Special Owners Meeting to discuss changing the budget, but be sure it is a valid budget option so that the Board may consider it. 
Yes, there are certain areas of the law that give condo associations some leeway if they are under 10 units. Off the top of my head, certain financial audit requirements are less stringent; co-owners can serve on the Board, there may be more. I am not a lawyer, CPA or CAM.

It is usually the board who approves the annual budget in a condo association unless your governing documents have a special provision to the contrary. The condo budget meeting has to be announced 14 days prior, and copy of the proposed budget has to be included in the mailing. Considering that you only have 8 units it would not surprise me if the board listens to all present at the budget meeting.
