Do HOAs, condo associations need vote on common area repairs?

  
  
  
  
  

Has there been any change or consideration of change to Florida statue that limits change of common area from common area to appurtenance (addition of balconies) that could be accomplished with less than 100% vote of unit owners? We are dealing with maintenance issues - water intrusion damage caused by deteriorating/leaking windows, balloon construction, and caulk at reveals/seams. Engineering reports support the argument that balcony additions and window replacements will correct the problems and give long term protection to the outside wall as well as add equity. Unit owner holdouts ( in some cases 1-2 owners) are blocking this plan. 100% unit approval is required for conversion (take away) of common area (balcony area) to individual owner use (balcony).

If it is just 2 members holding the deal up, why not buy them off? 
Offer to help pay their costs in return for their support.  
It's unfortunate that things don't always work without some pushing.

I would never say or endorse this personally, but I've heard some folks utter the phrase "sometimes it's easier to ask for forgiveness rather than seeking permission". 
 
But I'm not in Florida either.

I agree with the above, an association can do the not so right thing. hell, they do it all the time. are these two owners going to go through the trouble of hiring an attorney? doubtful.  
It would be cheaper to pay those dissenters off.

can a condo property manager influence a vote at a condo meeting.Can he/she tell some individuals how to vote?
