Water meter issues for condo building


Question:

I own a condo apartment in NY. Our condo is three story building with seven apartment blocs, three apartments in each block. For many years we paid for water/sewer usage from our maintenance fee as common charge. Recently it was discovered that actually city DEP has water meters installed in each block, I.e 1 meter per 3 apartments. Some owners requested the change, such that each 3 owners would be charged according to specific meter and the cost will be distributed according to the shares in entire condo... It is not technically feasible to install submeters in each apartment... Can such change be made without all owners vote? Should we get all owners meeting and change by-law or it can be done just by the board decision? Is any legal issues?
