In regard to agent change - is it legal in the State of Florida for an agent who currently insures a Homeowner Asso. to block a rate quote requested by a competitor for the same community?

Yes, it is legal for the current insurance agent to block other markets and actually also legal for an outside insurance agent to do same. The HOA can write a letter giving permission to the agent of their choice. This letter is called and Agent of Record Letter.
