Abandoned units in condo building need pest control

We are a 16 building association, two of which are owned by the same person but have been closed and abandoned for over four years. The owner pays the maintenance and assessments, but we need them to clean and maintain the apartments as we are seeing pests coming into other units in the building, can we force them to do that and how?  Miami, Florida.
