Absentee condo president wants us to pay his travel bill

Question:

The president of our condo association board of directors no longer lives in the building, as he is renting out his unit. He has said he will only conduct new resident interviews if he gets paid for travel expenses. Can he do that? It is the board's responsibility to interview all new residents.
