Any state requirements for building superintendents?


Question:

Does New Jersey condo law have any requirements for the hiring process of a condo building superintendent. Our bylaws simply say the board hires the staff. A neighbor suggested there may be some legal process that needs to be followed regarding vetting, interviewing, etc. Our current super was a friend of the board president.

I know New Jersey HOAs have to follow open public meeting laws.  Could there be something in being 'public' somehow require hiring laws to be followed?
