Are owners allowed to see the reserve study?


Question:

This question is submitted by Judy B.  out of Saint Charles, MO.

My HOA has finally conducted a reserve study after 24 years in existence.

I have asked to read the reserve study since I have experienced maintenance failures (foundation damage and flooding of lower level due to the gutters being too small). So far they have refused to let me read a copy at their offices.

What should I do next? Are owners usually "allowed" to read reserve studies? options?
