Are voting certificates for each condo unit required in Florida

Question:

My condo association bylaws require a voting certificate be on file for each unit owned by multiple owners. Does Florida's Condominium Statue MANDATE that voting certificates MUST BE REQUIRED ? Or has this REQUIREMENT been deleted from the statute?
