As HOA manager what to do about evasive absentee landlord?

Question:

I'm an owner who lives here and the HOA Manager. What power do I have with an absentee owner who is renting out. I think their tenant should be out at lease end, for dog urination in common areas. That owner is evasive, and not responsive to me Thanks, Robin
