Association changes locks and rents units as owners refuse to pay

Question:

Our Condo Association in Sarasota, Florida changed the locks of the units which hadn´t paid the monthly fees and put the units in rent. Now the owners are angry with the condo board and say that are not going to pay any more. Who is right?
