Bad access to condo units in back of building


Question:

I am a condo owner, living in a condo unit that houses 4 units in front and 4 units in back, 4 up stair units and 4 down stair units, a total of 8 units. I am one of those living in the back. Our condo complex has 114 units all with same 4 and 4. Here is the Question: Our Board Members and Property Management signed a contract with a new Snowplow/sidewalk-stoop cleaning snow and ice accumulation service.This company has refused to do any back units of clearing ice/snow on stoops, walkways, calling them 'secondary means of egress'. I did print pictures and full info to Local Fire Chief for rear snow/ice accumulations of stoops and sidewalk. Fire Chief agreed and 'stated', that since both front and rear exit doors of building have marked interior, lighted exits, that both front and rear of condo building are required Per 2 Fire Code - Safety Codes require both exits to be cleaned and shoveled at same time. The Prop Rep received this letter as did the Board Members from Asst. Fire Chief. I have tried to email President of Board for clarification, with no responses from him. I have tried to email the Prop Rep to no avail as on a long vacation. I do have the signed contact in my hand from Snowplow/ice/snow Company to Board that is signed by both with no mention of rear condo's being taken care of, although against Asst Fire Chief's Fire Code and Safety violations. We have elderly people living in rears of condos, at times needing ambulance access with stretchers and fire concerns if in rear of building. In each building there at 2 common fire hall doors on both upstairs and downstairs. I am by no means the only rear unit owner in the various buildings that are concerned. Any suggestions?
