Bad HOA vendor management

We had damage done to our four dumpster doors from the hurricane. The manager told the President all would be covered by insurance. The manager got a company to do repairs (without getting 3 bids) and the President signed the papers (without presenting to rest of Board). The company who did repairs charged over $100,000! The President didn't like that and didn't want to pay. She was told since she signed the papers, let the company on property to do the work, and they completed the work, she had to pay. She got an attorney and he got the price down some. She said she had to pay because no homes could be bought or sold until the bill was paid. Not sure if insurance paid any for repairs.

The Board was going to keep the old manager a couple more months, but she gave 2 weeks notice. We have new management now.

The President and I are casual friends, She was walking by my patio one morning and I invited her in. Then she told me this story. I don't know what to think or what to do. Ideas?
